Punjab. However forlorn the prospects may be, the door will not be permanently dosed to a solution of this problem. “On general constitutional problems Muslim representatives who are coming to the Round Table Conference should not be left in the lurch but receive reasonable instructions which can be carried out and at the same time safeguard the future of Muslims. It might be advisable tactics to invite the Muslim League leaders to the conference. “I entirely approve of the idea of running a party essentially for Muslim interests during the first few elections till constitutional development is further advanced. “I also expect that you will all work together on the lines of my former cables and get a fair allotment of seats for labour and landlords so that Muslims may also get a chance. “The next few months are all-important. Please get the leaders to understand this. I am doing my utmost.”

The report said that “a cable containing instructions from him to Muslim leaders in India has been received by Sir Muhammad Iqbal and circulated among members of the All India Muslim Co.nference.” Iqbal was then the current president of the All India Muslim Conference.
