Endorsement of Lord Morley’s reforms I consider new regulations respecting Council constitute fulfil ment pledges made to Muslims, and far in advance of earlier proposals. I strongly recommend them to loyal acceptance by Indian Muslim fellow-subjects. Trust all Indian parties will work spirit mutual goodwill make the new rights granted a success. I propose to address you on the subject in fuller detail by letter.
